　　The people are the creators of history; they are the fundamental force that determines our Party and country’s future.

　　必须坚持人民主体地位，坚持立党为公、执政为民，践行全心全意为人民服务的根本宗旨，把党的群众路线贯彻到治国理政全部活动之中，把人民对美好生活的向往作为奋斗目标，依靠人民创造历史伟业。

　　外籍“翻译家”为何成为党代会亮点？

　　中新社北京10月23日电题：外籍“翻译家”为何成为党代会亮点？

　　反腐语境下的“打虎”，应该如何用英文翻译？答案是，“take out tigers”。

　　在十九大报告的外文译本中，大量词汇被外籍专家们逐一核定润色，最终成为海外研究中共政策方针的权威文献。这些译本涵盖了英、法、俄、西、日、德、阿、葡、老挝等多种语言。

　　官方说，这是改革开放以来中国首次邀请外籍专家提前介入参与全国党代会报告的翻译工作。

　　除了文字翻译家外，中国政治故事的“翻译家”也成为本届党代会的新面孔。例如，新华社历史上首次派外籍雇员参加中共党代会，借助其地道的语言向世界报道中国。

　　清华大学新闻与传播学院副院长周庆安认为，外籍“翻译家”们的介入，起到了非常好的传播桥梁的作用，能够在更准确地把握中国政治话语的前提下，用更具有国际化的表述方式，传播中国的政治故事。

　　“这些方式体现了中共对外话语体系传播方式上的创新。”周庆安说。

　　传统的对外话语体系是“自我酿造—自我转换—对外发布”的过程，而创新部分就是在“自我酿造—自我转换”中增加了专家意见的要素，照顾到了外部差异化的接受习惯，反映出中共对准确表达自身声音和提高国际影响力的重视。

　　如果延长观察的时间轴线，可以看到，中国政治话语体系有两点明显变化。

　　第一点变化是，话语体系本身更加国际化。

　　周庆安认为，包括党代会和全国两会在内，都有意识地把中国发展置于国际环境当中表述，例如十九大报告中对“人类命运共同体”的重点强调，突显了国际性的思维方式。

　　“说明中共的治理、中国的发展，都不是封闭的，而是有国际参照意义的，能够在一种比较的视野下进行。”周庆安说。

　　从变化轨迹可以看出，随着中国在整个国际体系中地位的不断提升，中共领导层正在用更加带有国际参考价值的方式来看待自身和国家的发展。

　　周庆安认为，更加国际化的背后，是中共在道路和文化上的更加自信。

　　第二点变化是，话语体系表达方式的变化。

　　党代会是执政党最重要的政治生活之一，传统上是以一种比较宏观的方式，围绕政治理念、治理方式进行集体讨论。

　　本届党代会则尝试了对这些理念进行具象化操作，使其更容易地为国际和国内所感知、所熟悉。

　　今年首次设立的“党代表通道”就是一个创新性举措。

　　周庆安认为，这是官方希望能在一个难得的场合，让来自基层的声音、来自具体实践者的声音，更多地被外界听到。

　　过去国际媒体与基层代表的接触机会有限，多数是在新闻事件场合，很少能触摸到基层实践者们对政治理念的具体想法。

　　周庆安认为，本届党代会增加的安排，是希望“把抽象和具象、宏观和微观、中央和基层结合起来”，更加立体、客观、准确地让外界了解中国的政治生活。

　　周庆安还认为，虽然中国的政治话语体系有了不小的变革，但与中国高速度的发展相比，与让世界读懂中国的目标相比，还有继续创新和提高的空间。(完)
